If I understand things correctly, everything involving the environment is acceptable and has been approved. So isn't it her duty to just sign the permit; or does she have to evaluate the approval? In my opinion that would be a waste of time and effort. Do the people that Ok'd everything need to have their homework checked like little students? Why have people working for you if you don't have faith in them?
