First thought, Sending in the GN or national guard is a response to the blockade that has occurred. Sending them in to guard Las Cristinas as well is more disturbing. However, what I can see is the national guard is there to preserve calm. If this was a true seizure of lands the GN would of been there first thing.

This part is interesting.
