group, where did this come from? whats the date? if it's new then it's the first sign of an agreement between mibam and minamb (could make all the difference)....
from everything i've seen recently it sure seems that most parties (hugo, ortega, sanz) might want the "go ahead" on kry/grz to made by the AN....it's a huge political liability issue down the road...except for ortega, her hands are clean now (her job is to protect the environment) now if the AN says it's a go, she can say "i told dem not to mine da forest mang".
either way it goes,
if you say "no mining" people will be screaming about jobs/poverty.
if you say "mine it" then people will scream environment and foriegners stealing gold.
but if the AN makes the final call then everyone can point to the assembly and no one person can be held responsible....
