I agree. To get the attention of Ortega, mitigation would not just be remediation and reforestation of the KRY mining area. When a developer really wants to work with environmentalists, they propose actions that the environmentalist cannot say no to.
For example, propose remediation of a swath of land in similar size of the LC area and agree to remediate this swath upon permit issuance and during project construction, to give the environmentalist something now. The area might not be anywhere in the same vicinity, just in dire need of environmental help. Also, when the project is over, remediate the project area. Talk about being politically correct.
Anyway, this does not turn a developer into an environmentalist. But, it does open an environmentalist up to the possibilities of what can be done by developers to "save" the environment.
