At the official rate of exchange, 23.7 billion strong bolivars is around $11 billion US dollars.. That's billion with a "B"...
That seems like a exceptionally large sum to spend on a landfill..
Then she goes on to talk in trilions to spend on the environment when we have seen other reports indication that MinAmb is broke and can't pay court judgments made against it years earlier.

So what is the truth? Does MinAmb have trillions at its disposal remembering that one trillion strong bolivars is around $465 billion US dollars. That's a hell of a lot of money...
I'm not all that sure that a lot of these "trillions" are more likely to be "billions" at the very best and more likely to be "millions".
