As in the Real Estate market, it's called "Bottom Feeders" and you see them come out from under their rocks in distressed times. Many times a prospective buyer(real estate) after much verbal fanfare, they present that lowball offer. They have this this "deer in headlight look" as, without a word, I tear the offer in pieces and hand it back to them. Grz should have been more forceful.
