Not sure if it is semantics but "problems" does not fit any longer. April 30th, we had a problem. With the June announcement of going back to the table for "negotiations", problem became process.

Facts:

1. April - Permit denied on environmental grounds only.

2. June - Permit denial was reconsidered. Vice Minister Garcia was put in control of the "negotiations".

3. August - Revised proposal was submitted and Crystallex received an official letter that stated proposal conforms to social and environmental guidelines of Venezuela. Garcia took the time for a 2 day site visit.

4. September - Merly Garcia was legally granted the authority to grant permits.

Crystallex recently signed a 3 year agreement with the local union(s) @ LC.

IMO:

Don't short-change #4. This is significant.

Crystallex can be issued the permit and Gold Reserve's permit not reinstated at the same time.

I do not know when the permit will be issued but I would suggest not to associate the sp with the timing of the permit. Do not allow yourself to be conditioned.

Sanz has stated that a detailed mining plan exists and clearly is in process of execution. I am sure "small miners" are addressed in his plan.
