Redrock, you do have a very good point. We all know Ortega's stance. If the permit was agreed upon within the gov't just recently and Ortega just gave over her power to Merly to issue permits then should we think the permit was all ready to go? Or does Merly as of the 5th now have the power to get the ppwk for the permit together? We really have no idea if any of the permit has even been put together. Remember it is hundreds of pages plus. This was signed into the Gaceta Oficial Sept 5 but we don't know the actual date this was signed over do we? If it became official Sept 5 and the ppwk has not been prepared then we have to realize that Merly has had ONLY 3 business days for that massive amount of ppwk and I am sure lawyers to proof read.
