IMHO

Chavez is running out of cards to play:

-he's tried waiting us out probably thinking financing will run dry. Robert Fung is turning out to be a whiz at financing. Hasn't worked.

-he's tried scaring us out. I have to admit that the environmental directive "no more open pit mining" in the Imataca forest did not do wonders for my heart. Didn't work.

-he's tried buying us out. Kind of a low ball offer to Gold Reserve by Rusoro Mining. Won't work.

-he's tried the union action disruption card. But KRY has good relations with the union, always has had. Goldfields, before they sold out, even had an allowance for union disruption in their management/ forecasting- it was acceptable, part of doing business in VZ.

-he's tried costing us out. With not one thin dime of profit coming from Las Cristinas, KRy has spent millions on required public projects. Even these latest ones are being met. Again, hasn't worked.

-he tried giving a suit to CJR. That didn't work either.

Summary: Might as well just give us the d#$^ permit, Hugo!!!
