The Arbitration Panel cannot award return of the property.
In the case of expropriation, the panel can only award money damages. Art. VII.
In the case of other damage awards, where a tribunal orders restitution, the award "shall provide that the disputing Contracting Party may pay monetary damages and any applicable interest in lieu of restitution." Art. XII 9b
So the tribaunal cannot force Venezuela to return the property, period.
