reading true the local newspapers of Bolivar State one problem stands out:

the continues promises of the government officials and the subsequent protest of the workers for delays on promised payments or jobs creation.

2+2 only makes 4 and this his my view of it:

Chavez ,Sanz and CO. have one single agenda for the future of Venezuela and that is how Chavez sees it and planning for it.

Of course as a good player he is not showing his hand but playing round with people hinting to them what they want to ear in order to get their political support.

In the election aftermath we will see his strategy .

It will be only my way or the highway.

ALL of this just to say :

WE GET THE PERMIT but only sometime after the election.
