Could it be Chavez is waiting for the election outcome in the USA before he announces/permits the the LC Project.

Obviously Chavez is rooting for Obama and has expressed thru the media a desire to meet him after the election. As mentioned previously by a poster maybe this is the reason for the permit delay.
