None of the other permits for KRY or GRZ were proceeded by a run up. The permits were transmitted to and then announced by the company prior to the move in the SP.

Could happen different this time, but that is the history.

I agree that the Canadian governement could have been (still be) more helpful. 20-30 bagger from here sounds right to me too.
