For me the highlighted section above seals the deal on my feelings for Kry. Everyone says we are done and will get screwed by Chavez. I'm no longer have any doubts we will be OK. Even Russia wants a guarantee that there will be reciprocal recourse for investing.
Hugo has paid compensation in the past and other countries want the same guarantees we enjoy with our Canadian/Venezuela treaty. I don't believe it is possible for Hugo to break our agreement given this new agreement with Russia.
In fact I don't think Hugo even wants to go down that road. I say we get the permit and this whole mess is dumped onto the media as being the cause. Sanz will give us the assurances we are looking for after Medvedev is gone. Medvedev leaves tomorrow and I would guess we should hear something by the end on November.
