I am in Canada and i heard from the TV news that the senate wanted the unions to accept the same pay-packet of the other car makers in order to provide money for the bail out .

The unions refused to make any financial sacrifice and bailout was voted down because the senate , i guess,wanted to spread the cost of the package nationwide.
