Venezuela to Maintain Heating Oil Program in U.S. (Update1)
By Matthew Walter

Jan. 7 (Bloomberg) -- Citgo Petroleum, the U.S. refining unit of Venezuela’s state oil company, has decided not to suspend a program that provides heating oil to low-income households in the U.S.

President Hugo Chavez, a long-time critic of President George W. Bush, intervened directly to keep the program going, said Bernardo Alvarez, the former Venezuelan ambassador to the U.S., in a telephone interview.

“This decision is a result of a strong commitment and a big effort on the part of Citgo and our shareholders, in light of the current global financial crisis and its impact on the oil industry,” said Alejandro Granado, Citgo’s president and chief executive officer, in an e-mailed statement.

Venezuela, the biggest oil exporter in the Americas, is taking steps to save money after oil prices fell 71 percent from a record in July. The government relies on oil exports to finance half its budget.

Boston-based Citizens Energy Corp., which handles the logistics of the Citgo program, announced Jan. 5 that the initiative would be suspended until further notice because of falling oil prices.

Chavez started the heating oil program in the U.S. in 2005 after meeting with civil rights leader Jesse Jackson. Last year the program provided 200,000 households in 23 states with fuel.
