I'm a long time lurker here... Anyways, I remember seeing a post a couple of months ago that KRY would complete their social projects in Q1 2009. I think this is a part of the wait. Maybe VZ wants to make sure KRY fulfills their part of the deal before they issue the permit. Another factor I think maybe included is new the new mining law. I'm sure we'll know for sure in less than six months anyways.
