May be we are not giving Venezuela enough credit. We are assuming that Venezuela haven't got a clue how to do anything other than delay issuing permits to Company's to start any new mining for anything.

Just maybe Hugo does have a vision for mining Venezuela's Natural Resources, but being no body's fool has slowly and carefully proceeded with with a Mining Policy to ensure that the Government has Jurisdictional control of all who will do business in the future with Venezuela.

He has not in so many words disclosed much about a definite plan only hints of the thought process behind what has transpired to date. I'm sure there is a reason behind the apparent madness we have had to injure. Silence is beneficial from Hugo's point of view as it does not signal anything, therefor no advantage either internally or externally can be had.
