Why couldn't Richard Marshall explain the hold-up as being due to the delay in the National Assembly in passing the Mining Bill. Simple.

I have always understood that both CamiVen and the N.A. were in favour of KRY receiving the Environment Permit.

And we were consistently told that the Mining Bill would have no adverse consequences on KRY, but never was it made clear to us that the National Assembly got side-tracked by the need to canvass support for Hugos referendum of February 15 to extend Hugo's right to stand for re-election indefinitely.
