Makin-- Did I read someplace that Hugo did not plan to pay for the "Rice Takeovers". He is claiming that the companys broke the law I think.

OF...from what I recall reading....Hugo did allegedly say that he was taking these companies over because they broke the law (i.e. price control regulations) that forced them to produce and sell at a loss. Now there is a plan for full economic recovery. Not sure about whether he threatened not to pay them anything.
