Remember:

1.) Hugo has never demonstrated "common sense" in anything! SO WHY COUNT ON IT NOW?

2.) HUgo is going to Russian this summer, so more time will be wasted if we don't either have the Permit BEFORE he leaves, OR, file for Arbitration, BEFORE he leaves so that the clock starts running!
