IMO,if no Permit issued before May 28th, or before the date of the Annual General Meeting of June 24, KRY may as well file for Arbitration and get the clock running.

The longer KRY delays Filing, the greater the chances that KRY will get a "low ball offer, take it or leave it". Russia may enter into the game, but I believe it will be China.
