I'm of the opinion that GRZ is supposedly no longer compliant because they haven't been able to satisfy the conditions requested by MibAmb on June 18th 2008.

If that was the case why wouldn't Vz just tell GRZ...you don't comply. This information would then have to be released by GRZ as material. It doesn't make sense. Why make a guessing game out of it?
