I fully agree with the general concept but as you said it... there need to be guarantees from a trustworthy source in VZ that the awarded company will not end up as Vanessa or KRY joing the list for interntional arbitration or being in limbo. None of the big guys, with common sense, will put a dollar in VZ no matter what kind of El Dorado it is presented to them.
