They won't need to wait for the permit, as Chavez can give it out when he pleases.

Pender. You are talking of the quasi gone Hugo's "regime". Gone people cannot give out permits nor make them stand in their shadows. That is the problem everyone has... including the Ruskies. We are all waiting...to see how soon is... soon.
