Of course once production starts they can change their mind and make it 100% goes to the CB and they only pay half the world price.. in monopoly money.. contracts, regulations and promises don't mean much to those guys... and the Russians know that as well..

Oil is a bit different in that Venezuela can't use its own oil... too heavy and no refineries, so that has to go out of the country...
