1 In my experience, unless the deal is at the stage of dotting i's and crossing t's you will not get a pump in price, if it were truly that close, there is usually a leak, volume and price appreciation that is sustainable and unexeplained.
2 First we must file for arbritration, then we will get our voice heard with our day in court. WHEN VZ loses, they will have a time limit to pay and if that is exhausted, we file for action by the IMF and they go thorugh the process to seize assets. The best cased scenario is 2012.
I am sure Fung does not want scenario 2 and neither do I. So VZ will probably through us a meager bone. Remember, GRZ CAN WAIT and he is at odds with Belanger so he knows that one will cost him many $Bs and I am sure Belanger wants to stick it to Chavez.
You missed a third option though that is in between both which Fung may be trying to keep on the table, Chavez gets booted and and he is in the good books of his successor and presses for the projects release. It is with not doubt that Chavez is the fly in this ointment so with him gone, another govt will want that money coming in FAST.
