pen, i understand your argument and it seems logical.

the fly in the ointment is this: if kry is negotiating with the ven govt (or russians for that matter) can anyone here name one instance where the venz or russians have been truthful. and i dont mean where they said they were taking back LC....

to me, the stall tactics on russian/venz part makes perfect sense. why pay $300mil today when you can pay it 5 years from now (or not at all)....at this point the MOC is intact. so why wait to file until it is not? our lack of funding at this point pretty much looks like a violation of the MOC to me...

if we cant fund an arb then i say we take all remaining cash and use it to incite riots and revolution in venezuela...then at least i will feel like i got something for my money...
