the greater litigal factor is that ICSID/world bank rules state(give or take a word)..."nationalization/any action by or of the government or any of its bodies that causes defacto nationalization"...

bottom line is: if the world bank and it's members dont like hugo at the time...then they are gonna give him the "global reaming"....

i think we are at a time when the member states of the world bank are kinda sick of hugo....f' knows i am!!!
