A few years ago Chavez made several agreements when he visited China. I think the Chinese are simply following up on their investments and agreements to make sure Chavez is not stealing from them. Making promises, taking their money then telling them to F.. off like he has with others. Chavez has seemed to sell the same property more than once. To how many countries has he promised the Las Cristinas. If Chavez doesn't make good his deals with China he'll be in their gunsights.
