I'm guessing Hugo uses his new show for the sudden "emergency announcement" that Marshall Law is being imposed to maintain order during an alleged insurrection....probably in the wee hours of the morning for dramatic effect.

This will happen BEFORE the September elections. Hugo will not allow the election to occur. Remember kids....you heard it here first.
