k, i could'nt disagree more with this statement....the environmental permit is mentioned specifically by name in the MOC... it seems to be specifically stressed in the MOC..... i know that venezuela has issued permits in the past that seemed to be directed more at a stock pump than anything related to building the mine but the "permit to affect natural resources/environment" seems to be pretty much a global norm for starting work...

in any case, i certainly dont see hugo issuing a permit and then screwing the chinese..that would affect his relationship....i think this deal will either be all or nothing, either he issues a permit and kry/chinese start working, or he does'nt...

if he does'nt, that does'nt preclude china from a JV with ven.. it just really screws kry..
