After reading this ask yourself, when is the closing to take place by? Answer, by the end of the third quarter as disclosed by KRY.

Now ask, what is required to close the transaction? Answer, shareholder approval.

Nowhere does it say the permit has to be issued by July 31st. In fact RM's answer here should lead all of you to the same conclusion, it will come prior to the closing which is in the 3rd quarter. Could it come sooner? Yes. But it isn't required until the closing date. End of story. And if I were VZ, I would want to make darn sure the JV was agreed upon first by shareholders. That is why I expect it after we vote.

Also, if you get the permit would you expect it before or after the deal is approved with the Chinese?

The Closing of the transaction required the issuance of the Permit.
