I think that all these dates are really, at this point, deadlines. Something had to be put in the agreement. It's sorta like "with everything that has to get done, when do you think we can get so-and-so done by?"

The final wording will be more percise. I would imagine that if agreements are made with the applicable authorities sooner rather than later, the actual steps would be completed ASAP. As has been mentioned many times, this deal has surely been in the works for many many months. Much of the arduous work may already have been done. In fact, I would think it was. Neither party would be agreeing to this, if it wasn't know that VZ would accept it.
