It indicated that the ministerial commission for Socialist the Guayana Plan will name the next week the Greater Commando of the Working Control in Bolivar who will assume the planning “that allows to know us what, how and with whom we are going to produce”.

Seems to me there's a much bigger picture here, as far as the Vennies are concerned. As someone mentioned before, an LC JV announcement could very well be just a part of a much larger announcement that concerns all of Bolivar State.

To the Chinese, and even KRY, waiting a few more days for Chavez/Mibam to be ready to announce that China has become the major player re mining in Bolivar state, is no big deal. Remember, the LC drama has been going on for 40 some odd years! The Caura Plan is integral, and fits into the announcement. This is going to affect decades of big business and big $$$, 10,000's of workers, 100,000's of voters, so a few days is negligable to those involved in the VZ government.

As Jimmy pointed out,

'VZ has promised China the permit when they get KRY out of their hair. VZ doesn't care if KRY is involved behind the scenes as long as VZ is dealing with China and the permit is goes to a Chinese entity that is politically correct'.

VZ will not issue a permit to KRY, and KRY still 'owns' the MOC. Until the JV is signed sealed and delivered,(voted on), the MOC can't be transfer'd out of KRY's hands. Soooo. as has been stated many times.....no deal, no permit.......

There is a deal, there is an upcoming vote, there will be a permit given to CHINA, there is a 'solution' for Bolivar State, ....and then there's the VZ September elections.
