The A&F agreement has to be finalized first (hopefully this week) then comes the negotiations for permit and transfer of the MOC or at least that what it says in the agreement. I would assume that the "execution" of the agreement includes the shareholder vote but not sure on that point.

Immediately upon execution of this Agreement, Crystallex and CRRC shall diligently proceed to negotiate with the applicable Venezuelan governmental authorities for the issuance of theEnvironmental Permit and the transfer of the MOC from Crystallex to the Joint Venture.
