Stu, the closing being referred to is the final step. This can only happen if all the conditions have been meet. One of those conditions is the Chinese must deliver the permit to the JV.

When we vote on the JV it will be for a JV with the permit. If the Chinese don't get the permit then no deal on the JV. The permit doesn't have to be in place before we vote but it does before the JV is finalized.
