if it's not the chinese dragging this out to put us in an even weaker position, then...it's venezuela.

my guess is that the chinese want firm answers in black and white (i.e. when do we get the permit?) and venezuela is behaving like typical venezuela "we get dose papers to ju right away mang!"

doing business in venezuela would be great if it were'nt for all the beuracratic venezuelans.
