Try this scenario:

Reality: KRY and CREC are entering into a JV to mine LC, and Chavez is finally coming around to agreeing with the whole deal.

VZ "reality": Chavez has never wanted KRY to mine LC and now has a politically correct means of doing so because of CREC's participation. The nationalization announcement in Belarus was made so his mouthpiece, the VZ press, could print the impending takeover of LC (which is contradictory since they already own it, but anyway) as a prelude to introducing his latest and greatest friends, the Chinese, to mine it. KRY will not be mentioned as a JV partner at all. This is standard dictator-style manipulation of the public via the press.

So, maybe the "smoke" we're seeing this week is finally the beginning of the end of our wait.
