So RM says that the talks between the two JV partners and the government was encouraging, but the actions were discouraging.

Doesn't this sum up the last several years? The "talks" always seem to be encouraging and the action, and lack of actions, are always discouraging.

My question is whether there is anything whatsoever, to make any KRY official believe that this quarter, or next quarter, anything will change?

Why will VZ's actions, or lack thereof, be any different in the near future? And, if there is no evidence anything will change, what the hell is KRY doing?
