A buyout could have (and would have?) been announced right away IMO as it doesn't require the CREC permission. A delay for all of the parties to get on board for a PR is the only logical option for me. Bad news, right away, don't need CREC permission. Arbitration, ditto. Being told we will never get a permit, ditto. No, looking through rose colored glasses perhaps, but a 1:41 halt pending news that has not yet come can only be various factions getting their ducks in a row. Once 4PM came and went yesterday, that's been my increasing feeling/hunch.
