I spoke with Richard and heard the opposite. What I mean by this is he explained to me that since we don't have to be in compliance with the MOC they would run bare bones to save cash thru the arbitration process to help from hemmoraging cash. (if it is in fact the route they go) Perhaps the goal is to stay in compliance until arbitration is officially filed?
