All the cases I have seen where either the claimant or respondent filed an arbitor disqualification request, they lost.

Additionally, ICSID responded quickly. I would anticipate public knowledge of an ICSID response within 2 weeks since the request date was over 30 days ago. The response being negative to Venezuela's request.

I re-emphasize...Is an award announcement ready for Conoco and Vz. just wanted a tactical delay of 1-2 months? Certainly, a plausible scenario.
