In 6 mo Vz is completely out of ICSID. Tribunal can now proceed without

obstruction. -(2-member Board actually. No respondent)

We may be all done by Feb 2013 instead of Nov 2013. With no objections our claim for $3.4B equals $8/S minus a few minor obligations.
