Any "cut" or "added value" could be in percentages, so there is no downside in getting more opt-ins. Gowlings may very well require a certain amount of opt-ins to share the costs, as it is doubtful they will do their part for free. More opt-ins gives the perception of a larger group being represented despite the prose pointed out about who Gowlings really represents.
