sherm, I'm not so sure that's true. All financial transactions involving Venezuela require permission. I believe that extends to any payments which pass through any US financial institutions.
Furthermore, even if VZ were to pay Crystallex with non-Citgo money, the Additional Creditors' judgments remain.
If OFAC does not grant the licenses for payments to the Creditors, it's not over. The judgment will stand indefinitely, just like all the ICSID cases. OFAC can deny licenses for as long as they want but they can't nullify the results of the Delaware suit.
There will be a new administration in Washington next January so that is another possible route.
