I agree is has been mind boggling how many parties have wanted this to happen (as per your list) and it still hasn't. But if takes into consideration the whole distraction associated with the failed referendum, one can rationalize the last six months of last year. I think we (or at least me) just need to see if Sanz makes things happen. Not that my opinion means anything (it doesn't), but I still think this is going to work out in the fairly near term (0-2 months).
