You are correct (or at least that is my understanding). Li-Tec as a battery manufacturer is being shuttered. EFL bought Litarion IP and cathode/separator facility. So components, not battery pack assembly.
Germany, as a nation, wants more public-sector investment in next generation LiOn, and may be willing to provide financial support for EFL's plans to marry SuperPolymer 2.0 with Separion.
It will be up to EFL to show their non-NMP process and purported cost savings are legitimate and do indeed represent an evolution of the current generation. And they will have to find ways to take the various compents and put them together in a commercial battery pack. Perhaps that is where owning multiple plants comes in.
