Smart phones don't have particularly large storage needs. lol! So, perhaps his comment was more about him learning and the fact he's never been required to balance 150 cells in a large pack as opposed to the technology not neccessarily being ready for mass use. Although I'm sure they're constantly learning.
How could they ship the previous orders (London Hydro, T.O. Hydro, Thames Project) if they had no way of syncing the cells together in a relatively efficient manner? They've been banking cells together for years. Yes/No? Also, wasn't there an added burden/complexity of including interposed tranformers in with the Thames Project that was responsible for some of the delay?
