When NOT had no CEO and had the Co CEOs to manage things, we got a vacuum on news. Once Wes got named, hole 49 was announced and we moved forward aggressively after that-even though NOT has settled back since then-lots of reasons and conspiracies for that.
I think CMM may be operating under the same protocol here where until we have a new CEO, news will be subdued and investors will not have much to discuss. Once this new CEO is in place, he will put his own spin on the company and move us forward.
Attracting a new CEO is easier to do when you can offer him cheap options. I assume the cap on news is to help this out. Once his options are given out (Remember Wes filling his pockets with 62 cents options right before the stock took off!!), I am assuming the NR tap will open wide and the SP will be moved appropriately.
